Depending on what you are looking for you should have plenty of choice in Brixham and all of it is walking distance from Quarterberth. As expected the fish is super fresh!
Restaurants:
For fish we like Shoals https://www.shoalsbrixham.co.uk but it has limited inside space and gets booked very early so I would recommend booking in advance (potentially a few weeks in advance!). It also has outdoor space which maybe less booked up but clearly it is weather dependant. We highly recommend the doorstep crab sandwiches (huge) and the scallops and monkfish in a flamed whisky sauce! (not dog friendly inside)

Simply Fish https://www.facebook.com/simplyfish1 is both a restaurant and a fish and chip takeaway (more limited menu). For 'eat in' their fish and chips are great as is the squid but my personal favourites are the mussels and the skate wing. They do take bookings but it is generally a little easier to get in. (dog friendly but let them know when you book)

For takeaway fish and chips I would also recommend Davids fish and chips on Bolton Street although it is slightly further to walk! You can order online or by phone if you like and then pick up.
I am sure the other chippies are also great - we just have not used them!
If you are out and about the food at the Guardhouse Cafe up at Berry Head is locally souced, usually really good and the views are great https://www.guardhousecafe.com/

If you are up for a walk we also like the Venus Cafe on Broadsands Beach (https://www.lovingthebeach.co.uk/broadsands/) - it is about a 3hr trip if you walk it there and back and stop for food. We particularly recommend the tacos but they have great fish specials too. (ON THE BEACH)
If you are up for a further walk (past Broadsands and keep walking) or a short drive we love the Cantina on Goodrington beach in Painton. The food is lovely and they are very dog and child friendly and also have regular live music especially 2-4pm on Sundays year round (https://cantinagoodrington.co.uk/)

Prince William https://theprincewilliam.co.uk : huge outdoor space and right on the harbour so good for outdoor and people watching. Has good food but not a typical old English pub (GREAT HARBOUR VIEW)
there are many more local pubs - we have just not visited them all (yet)!
Lastly simply for the amazing views from its terrace I would recommend the Berry Head Hotel for coffee or drinks but we have not eaten there so no idea about the food! https://berryheadhotel.com
